Wilson believed that collective security would prevent another because if all went according to plan, the most powerful countries would be bound together in peace, thus making it very difficult for a war to breakout. If the other parties had done what Woodrow had planned, then his 14 points would have been involved as well. If this was true, then he would be even more right to assume that these countries could be a safe entity. It was doomed to fail because Woodrow despite his utmost efforts, could not get The USA into the League. Not only was the US not involved, nor was Russia or Germany. Merely 20 years later, these 3 would be the most powerful forces in World War 2. Germany was not included, thus making them angry and putting them on the defensive. They now had no ties with the other powers, giving them free will to do what they wished. Russia was not in it either, meaning that France and The UK wouldn't have them as an ally, which turned out to be detrimental at the start of World War 2.
